Voters Pass Strong Mayor Plan

Miami-Dade voters approved a plan to shift some powers from the county commission to the county mayor. The "strong mayor" proposal includes the authority to hire and fire the county manager and most department heads. The mayor also received authority over the county's $6.9-billion budget and 30,000 employees. The commission called the measure a power grab by county Mayor Carlos Alvarez.
